A Knowledge Management System & Linked Open Data (KMS-LOD) includes two subsystems:

1. Subsystem "Knowledge Management System in the field of statistical methodology of the CIS Statistical Committee" (KMS);
2. Subsystem «System of preparation and distribution of linked open data» (LOD).

KMS-LOD is aimed to create:
• a library of structured methodological materials;
• a glossary of statistics terms;
• a set of linked open statistical data (LOSD) on CIS indicators, enriched with broad normative and reference information, to ensure unambiguous meaningful interpretation of data, including in user’s information systems.

Achievement of the set goals is ensured by:
• Creating a system of publicly available semantic models in the field of CIS statistics on the basis of national and international glossaries, classifiers, standards, as well as forming on its basis an environment of meaningful LOSD interpretation.
• Building a Knowledge Management System based on publicly available semantic models, ensuring alignment and harmonization of statistical methodologies of the CIS countries.
• Creating semantic information resources by developing LOSD dissemination and application technologies.
• Improving organization, integration and presentation of data on the Internet, development of possibilities for detection, search, navigation and comparison of statistical data obtained from various sources using semantic methods.
• Increasing awareness of data users and providers of LOSD advantages and the possibilities of their application in digital ecosystems and services.
